Liquify is the best tool for that

Actually, making a person appear thinner is not accomplished with a tool… and liquify does NOTHING to create a thinning appearance, no matter what Sarah says.

In order to create a thinning, you learn to perform little nuances not unlike what a plastic surgeon would do… tuck up the chin and yawls and using the transforming tools effectively.

I do this pretty regularly to enhance some aging models’ looks.

Never heed FotoZ 4X, doesn’t know what he/she is talking about.
Liquify can be useful, as can making a selection of the appropriate area and using the Free Transform tool for a little bit of stretching. You might have to do this on another layer, but if you’re following me this far, that won’t be any problem.
