i personally use microsoft digital image suite {anniversary edition}

i dont like photoshop… but thats just me

For a beginner photoshop elements is probably the best. It's under $100. Photshop C2 will run you $600. Download a free trial from adobe.com that you can use for 30 days.

For ones you have to pay for, I agree with the people above me: Adobe Photoshop is amazing! But, if you would rather not spend all that money, I enjoy using DrawPlus 4. Picasa is another good one. I generally use them both on the same picture.

There's no question that it's Adobe Photoshop CS3, probably the most advanced program of ANY kind that "regular" people can buy. Start saving money now.

Adobe Photoshop CS3 .. I use it and love it.. (expensive)

A good, less expensive alternative is Adobe Photshop Elements 6.0 .. it’s a less powerful version of CS3

I also use Adobe Lightroom, for processing RAW files

Photomatix for making HDR images.
