What photo editing software is best for a beginner?

I would like a photo editing software that is easy to use to do things like fix flaws in photos- maybe even whiten teth and such.

What is a good program that is easy to use? Also, where do I buy it and about how much is it?

    gimp is free but it’s kinda complex to use there are links to tutorials at http://www.davidspages.org/ there is also paint.net
    its easer to use but not as capable as gimp
