where can I find a free photo retouching program to download digital photos?

I want to retouch some photos and don’t want to have to pay a lot of monely and want to be able to do it myself. Any suggestions?

Definitely Picasa2. Its a freeware. Its great. I use it in conjuction with Adobe elements which i have to pay for it. But yeah Picasa2 for sure !
